Low level can get reward Q high level

In the picture, u can see :
Char level 64 can get finish Q level 95+ and get all reward when change subclass. Need fix cant get reward

He cannot complete this certain quest, he just completed the first part, but on second under 95 level he cannot complete it, check by ur self.
