need to do delay between PM messages and mail messages because many bots send messages via in game mail and pm

please fix , or make delay between mail message configurable and pm s the same.

Лучше добавить конфиг
в txt список спам слов

отправителю показывает что сообщение ушло
но если спам слово встречается в сообщении, то сообщение тупо не доставляется D
а отправителю показывает что ушло и не прочитано
