new target type is needed, TARGET_PARTY_NOT_ME or similar, for skills that can be cast on party members, but not self

skills like freezing skin and blazing skin should be only used on party members

1238 1 a,Freezing Skin\0 a,For 20 minutes, returns 10% of damage received by the target back to the enemy. (Can only be used on party members.)\0 a,none\0 a,none\0
1232 1 a,Blazing Skin\0 a,For 20 minutes, transfers 10% of the target's received damage back to the enemy. (Can only be used on party members.)\0 a,none\0 a,none\0

I've done this target type, I can't figure out which skills it should apply.
