PSKILLEVASION NOW Is NOT EVADING SKILLS that have a DEBUFF effect. THIS IS WRONG!

only the TYPE OF SKILL IF IT IS A DEBUFF SHOULD BE EVADED, not if SKILL has a debuff. IN GOD 90% of skills have an additional effect!

see tyr skills for exemple HURRICANE BLASTER, it s a damage dealing skill with a debuff attached to it.

now pskillevasion HAS NO EFFECT if the skill has an effect , and should!

plz fix i reported this months ago.

I've fixed that already..you can avoid PDAM and DEBUFF, update please.
