Steps:

Talk to Raina in the Talking Island Village.
Talk to High Priestess Morelyn in Eva temple in Heine.
Talk to Lanya located at the entrance to Garden of Eva.
Target Lania and bow (/socialbow). Press Alt+C and use Bow.
Talk to Lanya once again. <-- I should teleport and it does not.
