how to test so result is obvious:
make skill activate rate 100 and magic lvl 99 to increase chance to land.
log a feoh soultaker and try to debuff any character lvl 99, even no jewels equiped, you will never land it (stances fire/water/earth/ wind on by default)
add skill 11150 to any class BUT feoh, for exemple add skill 11150 to othel rogue class and try debuff same lvl 99 char, SKILL WILL LAND.
obviously the only element that differs is the Stance.
