1. ALL skills that have any sort of debuff can not double cast in the form of COOLDOWN reset, they can DOUBLE their duration.
2. ALL skills that have NO BUFFS/DEBUFFS can reset their cooltime in terms of double casting
[7:17:33 PM] : means giant barrier +10 time can go from 20 secs to 40 secs, but cant reset cooldown. dark paralysis can double paralysis time but cant reset its cooltime
[7:18:05 PM] : razor rain applies debuff, that means razor rain cannot reset the cooltime, but the duration of debuff can double
