Well, i've check again and now all those mobs are with drop ...so, ive checked the npcs xml and find out that there are two ids for the same mob, one with drops and other without drops.

maybe some days they spawn with drops and other days without drops, i dont know if its a retail behavior, maybe yes.

mobs name + id (those are angels with drops, the same mob without drop is the id+1):

guardian angel - 20830
messenger angel - 21062
seal angel - 20831
seal archangel - 21070
guardian archangel - 21067

No. Maybe while you testing this mobs, you have old server version.
