Ice Bolt
Temporarily freezes the surrounding air, inflicting Water damage on the enemy with 8 Power added to M. Atk., and decreasing their Speed by 20% for 1 minute.

BUG:
Tried this skill many times and never freezed any enemy, please check it.

The maximum level of this skill at 20. Therefore, when you use it at higher mobs or players the chance to pass is reduced.
Base chance of success is 60%

iom trying level well, im trying level 1 skill on keltirs and goblins and doesnt freeze them

So basically, this is a freeze skill that doesnt slow down the monsters NEVER
Tried on 50 monsters and never slow down ANY
Please check the success rate of the skill....

See move speed change with use Shifl+Click on monster!! All works!
