if skill has effect the skill can be evaded, unless it is NOT damage

all daggers on retail dodge hurricane blaster for ex, i tried it yesterday on retail.

damage skill = p skill evasion count
debuff only skill = p skill evasion doesnt count

they also evade armor destruction damage

the first part of the video is all about shadow chase not resetting cooldown but doubling debuff duration
also later in the video you can see poison zone resetting its cooldown
